Maryce Freelen Place is managed by MidPen Housing.
The City of Mountain View turned to MidPen Housing to transform the former Latham Park into Maryce Freelen Place, an affordable housing community for families. Once wracked by crime, gang activity, and problems of deferred maintenance, MidPen Housing undertook the community's rehabilitation, installing a safer exterior stair design, and providing new kitchens, bathrooms, carpets, and paint. Moreover, MidPen Property Management began to restructure the resident life and community security, evicting those who had been involved in drug dealing and criminal activity and taking other measures to ensure residents could thrive in their environment. After the rehabilitation of Maryce Freelan Place, several properties in the area were also upgraded. Maryce Freelan Place was recognized with a 1998 Mayor's Award from the City of Mountain View.

Since this property has received funding in part through the Low Income Housing Tax Credit (LIHTC) program, a certain number of units are set aside for lower income households. Households must earn either less than 50% or 60% of the area median income (depending on the set-aside option chosen by the property owner) to qualify for these units. Rents in these units are capped at a maximum of 30% of the set-aside area median income (adjusted for unit size). Some rental units in this property may not be subject to LIHTC and therefore have higher rents and no maximum household income requirement.
