Open: Studio Public Housing

The Rochester Housing Authority (RHA) is accepting Public Housing waiting list applications for Studio apartments from September 19, 2023, until further notice.

There are three ways to apply while the waitlist is open:

  1. Complete the online application.
  2. Print the paper application.
  3. Apply in person at the RHA Applications Processing Center, located at 270 Lake Ave, Suite 300, Rochester, NY 14608.

Once the paper application is completed, it must be either:

  1. Mailed to the RHA Application Processing Center, address mentioned above.
  2. Faxed to (585) 697-6104.

Preferences have not yet been confirmed.

It is not yet known how applicants will be placed on the waiting list, by order of preferences.

Open: Emergency Housing Voucher Project-Based

The Rochester Housing Authority (RHA) Emergency Housing Voucher waiting list is currently open. Applications are being accepted from July 19, 2021 until further notice.

Please note: According to the RHA public notice, "For an Individual/Family to be eligible to receive an EHV, at least one (1) of the following criteria must be met:

  • Individual/Family must meet HUD’s definition of homeless
  • Individual/Family must meet HUD’s definition of at risk of homelessness
  • Individual/Family must fit HUD’s definition of fleeing domestic violence/trafficking
  • Individual/Family must meet HUD’s definition of recently homeless, and in need of EHV to maintain housing stability"

To apply during the opening period, contact the Partners Ending Homelessness (Monroe County Continuum of Care), through the community’s Coordinated Entry System for a referral.

Preferences have not yet been confirmed.

It is not known how applicants will be placed on the waiting list.

Closed: Rochester Area, New York Section 8 Voucher

The Rochester Housing Authority (RHA) last accepted Section 8 Housing Choice Voucher waiting list applications from May 23, 2024, until June 14, 2024. There is no notice when this waiting list will reopen.

This waiting list had the following preferences:

  1. Previous RHA Housing Choice Voucher participants that were terminated from RHA’s HCV program due to insufficient funding.
  2. Applicants involuntary displaced by a government action.
  3. Live, work or have been hired to work in Livingston, Monroe, Ontario, Orleans and Wayne County, New York.
  4. Non-elderly persons with disabilities who are transitioning out of institutional and other segregated settings, at serious risk of institutionalization, homelessness, or of at risk of becoming homeless.
  5. Home Ownership Voucher: Families in a RHA public housing development that are participating in the Family Self-Sufficiency program or are designated senior or disabled and have been certified eligible for a home-ownership voucher
  6. Community Choice Demonstration Program: Eligible Families in the Community Choice Demonstration program must have at least one child aged 13 and under, living in a census tract with a family poverty rate of 30% or higher.

4,000 selected applicants were placed on the waiting list by random lottery, by order of preferences.

To apply while the waitlist was open, applicants were required to complete the online application that was available on the RHA website.

The Rochester Housing Authority (RHA) last accepted Public Housing waiting list applications for 1-Bedroom apartments from the earliest confirmed open date of September 1, 2023 until September 18, 2023. There is no notice when this waiting list will reopen.
