Hope Village is managed by Portsmouth Redevelopment and Housing Authority.
HOPE Village was originally constructed as Newtown Gardens and was occupied on July 31, 1978. The development has 16 one-bedroom, 16 two-bedroom, and 16 three-bedroom units. A limited rehabilitation was done in 1995 and was renamed in 1997 with an award of $24.8 million HOPE VI Revitalization Grant and became the Campus of Learners. A classroom for self-sufficiency training was added. The development renovated all 48 units and a new laundry facility was added in November 2014.
