Green Oaks Apartments is a 177-unit, new construction, affordable rental housing community currently being constructed in the City of Houston, Harris County, Texas. This community will contain a mix of one- two- and three-bedroom units for households with an income level at 50% – 60% of the area median income (AMI.) In addition, there will be two units set aside for an on-site property manager and on-grade parking spaces. The development site is located within a mile of convenient services including a full-sized grocery store and pharmacy, schools, banks, restaurants, and other retail stores appropriate for residents and within a ¼ mile of a public transportation stop.
Green Oaks Apartments will serve families and their needs by providing high quality affordable housing with modern amenities and on-site services. The one-, two-, and three bedroom apartment units, exceeding the Texas Department of Housing and Community Affairs (TDHCA) minimum sizes, will offer contemporary living for residents. Unit amenities will include balconies/patios overlooking the common outdoor space, ample storage space and modern kitchens and bathrooms. To provide the most convenient living environment for families, all kitchens have garbage disposals, dishwashers and other amenities. Each unit will also include connections for a washer and dryer. The appliances will be energy efficient models to further reduce costs for residents. Site amenities will include a pool and grill facilities, children’s playground, fully enclosed dog park, perimeter fence with controlled access and a series of walkways throughout the community with seating areas.
Green Oaks Apartments will consist of three 3-story buildings, including a community clubhouse overlooking a beautifully landscaped courtyard with a pool. The clubhouse will include a kitchenette, lounge, community services area, business center, fitness room, offices and activity rooms. Tenant services will be made available at no cost to families and will be delivered onsite. These may include activities such as on-site social events, exercise classes, health fairs, and computer education programs.

Since this property has received funding in part through the Low Income Housing Tax Credit (LIHTC) program, a certain number of units are set aside for lower income households. Households must earn either less than 50% or 60% of the area median income (depending on the set-aside option chosen by the property owner) to qualify for these units. Rents in these units are capped at a maximum of 30% of the set-aside area median income (adjusted for unit size). Some rental units in this property may not be subject to LIHTC and therefore have higher rents and no maximum household income requirement.
This project has received some funding from a participating jurisdiction (local or state government agency) through the HUD HOME Investments Partnerships Program (HOME). In projects with five or more HOME-assisted units, at least 20% of these units must be occupied by families earning 50% or less of area median income (AMI). All other HOME-assisted units must be occupied by families earning 80% or less of AMI, but in practice most are reserved for families earning 60% or less AMI. Maximum monthly rent is capped with a Low HOME Rent for <50% AMI units and a High HOME Rent for the remaining HOME-assisted units.
