East Village transformed a once neglected section of the Elliot Park neighborhood into an affordable, thriving place to live.
East Village provides a mix of 180 affordable and market-rate rental homes. Located near downtown Minneapolis, the development offers the convenience of an on-site market, restaurant and coffee shop.
East Village was designed to place eyes on the street for public safety and encourage a sense of ownership by residents. All buildings have multiple entrances to encourage neighbor interaction.
An underground parking garage frees up space for a landscaped courtyard and a pedestrian greenway that leads to Elliot Park, a city park with year-round activities.
East Village was the first market rate housing built in the Elliot Park neighborhood in nearly 70 years. East Village creates much-needed affordable rental homes and enhances the neighborhood with several small businesses.
Prior to East Village, the three acre site contained several deteriorated rental homes, old commercial buildings and blighted surface parking lots.
This mixed-use, mixed-income development has had a positive and far-reaching impact on the City of Minneapolis. Among other awards, it received the 2001 Most Innovative Housing Project award from the Minneapolis Neighborhood Revitalization Program.

This project has received some funding from a participating jurisdiction (local or state government agency) through the HUD HOME Investments Partnerships Program (HOME). In projects with five or more HOME-assisted units, at least 20% of these units must be occupied by families earning 50% or less of area median income (AMI). All other HOME-assisted units must be occupied by families earning 80% or less of AMI, but in practice most are reserved for families earning 60% or less AMI. Maximum monthly rent is capped with a Low HOME Rent for <50% AMI units and a High HOME Rent for the remaining HOME-assisted units.
