Citizens Inn Homes Program works to ensure families remain stable in permanent housing after placement out of shelter.  This is done by providing case management to families placed out of shelter into permanent housing and by developing and maintaining a portfolio of affordable rental opportunities for families.

Through ongoing outreach, networking and work with landlords and affordable housing programs, this agency establishes relationships with an array of permanent housing opportunities for families. Housing placement is often combined with various housing/rental resources or subsidies as well as 12 months of follow-up supportive case management after discharge to help families transition to and stabilize in their new housing and community.

Citizens Inn also purchases, renovates and maintains affordable rental housing throughout the city of Peabody currently consisting of five multi-family homes throughout Peabody. This program was made possible by funding received from the U.S. Department of Housing and Urban Development (HUD). Program eligibility is restricted only to applicant households that meet specific income limits and other criteria indicated listed in our Tenant Selection Policy.

At this time, the affordable rental units are all occupied. However, applications are accepted at any time. Once a completed application is received, a determination will be made to see if the household applicant meets the eligibility requirements for program participation. If the application meets those requirements, it will be date and time stamped and then added to the housing wait list which is maintained on an ongoing basis. This project has received some funding from a participating jurisdiction (local or state government agency) through the HUD HOME Investments Partnerships Program (HOME). In projects with five or more HOME-assisted units, at least 20% of these units must be occupied by families earning 50% or less of area median income (AMI). All other HOME-assisted units must be occupied by families earning 80% or less of AMI, but in practice most are reserved for families earning 60% or less AMI. Maximum monthly rent is capped with a Low HOME Rent for <50% AMI units and a High HOME Rent for the remaining HOME-assisted units.
