Access Senior Housing of Franklin – Elisha Brook – is an Access sponsored & managed property of 27 one-bedroom units of senior housing through a collaboration between the U.S. Department of Housing and Urban Development (HUD), the Department of Economic and Community Development (DECD), the Town of Franklin, and Access Agency.

Elisha Brook is subsidized by the U.S. Department of Housing and Urban Development (HUD). To apply, applicants must complete an application and meet certain age and income requirements established by HUD. In general, applicants must be age 62 or older at time of placement and be considered “very low income”. Click here for maximum qualifying income amounts. Rental payment is based on 30% of qualifying income.

Since this property was built or renovated using funding from HUD's Section 202 Supportive Housing for the Elderly program, residency is usually restricted to households earning 50% of the Area Median Income (AMI) or less with at least one member age 62 years or older. Tenants pay rent based on household income. This rent is usually the highest of the following three amounts: either 30% adjusted monthly income, or 10% unadjusted monthly income, or, if receiving welfare assistance, the housing costs portion of this assistance.
