Built in 1993 by Housing for Independent People, Milagro Independent Living provides housing for individuals with developmental disabilities. This gated community sits on a long, narrow parcel, spanning one city block. The cottages were designed in a Craftsman Bungalow style, giving the complex a comfortable atmosphere, while a centrally-located community room, landscaped promenade, and front porch patios foster a sense of community. On-site services are provided by Community Options and San Andreas Regional Center, two local nonprofit providers of services for people with developmental disabilities. Milagro Independent Living is near several parks and shopping centers and within walking distance of a major VTA transit center.

Since this property was built or renovated using funding from HUD's current Section 811 Supportive Housing for Persons with Disabilities program or legacy Section 202 program, residency is usually restricted to households earning 50% of the Area Median Income (AMI) or less with at least one adult member with a disability. Tenants pay rent based on household income. This rent is usually the highest of the following three amounts: either 30% adjusted monthly income, or 10% unadjusted monthly income, or, if receiving welfare assistance, the housing costs portion of this assistance.
