Located in the heart of the Tenderloin, Kelly Cullen Community was built by the YMCA in 1910. In addition to on-site social services run by TNDC, the site includes the Tom Waddell Urban Health Clinic — a ground floor Department of Public Health managed health clinic providing primary health care to homeless and formerly homeless clients.
The building includes restored historic features, a 2nd floor atrium and auditorium, a 5th floor gymnasium, green building design for energy efficiency and indoor air quality, and use of healthy materials for flooring and paint.

Since this property has received funding in part through the Low Income Housing Tax Credit (LIHTC) program, a certain number of units are set aside for lower income households.
