Villa Esperanza is a new construction family development consisting of 57 units with a mix of 1-, 2-, and 3-bedroom apartment homes. Select apartment homes will be allocated for individuals and families experiencing homelessness who are at 30% Area Median Income and below. Other apartment homes will be geared toward homeless veterans. The remaining apartment homes will be set aside for families earning below 30% and 60% of the Area Median Income. Residents also enjoy an amenity space with a large multi-purpose room along with group and individual conference rooms. The outdoor amenities for the community include an outdoor fitness area, a community garden, and a dog park.

Since this property has received funding in part through the Low Income Housing Tax Credit (LIHTC) program, a certain number of units are set aside for lower income households. Households must earn either less than 50% or 60% of the area median income (depending on the set-aside option chosen by the property owner) to qualify for these units. Rents in these units are capped at a maximum of 30% of the set-aside area median income (adjusted for unit size). Some rental units in this property may not be subject to LIHTC and therefore have higher rents and no maximum household income requirement.
