Page Mill Court is managed by MidPen Housing.

In 1992, a group of Palo Alto area parents of developmentally disabled children approached MidPen Housing Corp. to provide service-enriched housing for their adult children. Entering into a partnership with Silicon Valley Independent Living Center, MidPen developed Page Mill Court for very low-income adults with developmental disabilities who are able to live independently. Parca, a nonprofit agency, provides on-site services to the residents. A community building, computer center, common courtyard and outdoor spaces, as well as landscaped areas, provide places for resident gatherings and activities. The sound wall along Page Mill Road has been transformed into a ceramic tile mural designed by Ann Weber and supported by a grant from Varian Associates. Artists with disabilities created the tiles installed in the wall.

Since this property was built or renovated using funding from HUD's current Section 811 Supportive Housing for Persons with Disabilities program or legacy Section 202 program, residency is usually restricted to households earning 50% of the Area Median Income (AMI) or less with at least one adult member with a disability. Tenants pay rent based on household income. This rent is usually the highest of the following three amounts: either 30% adjusted monthly income, or 10% unadjusted monthly income, or, if receiving welfare assistance, the housing costs portion of this assistance.
