Open: Homeless Permanent Supportive Housing Section 8 Project-Based Voucher

The Chesapeake Redevelopment and Housing Authority (CRHA) Project-Based Voucher waiting list for permanent supportive housing for homeless persons is currently open, from August 31, 2018, until further notice.

Please note: This waiting list is for the following communities:

  • South Bay Apartments, Portsmouth, VA
  • Heron’s Landing, Chesapeake, VA
  • Cypress Landing for homeless veterans only, Chesapeake, VA

There are three ways to apply during the opening period:

  1. Download and print the application online here. Select the application link under the list of communities.
  2. Complete the application at the CRHA office, located at 1468 South Military Highway, Chesapeake, Virginia 23320 on the second Friday of each month between 9:00 am and 12:00 pm.
  3. Pick up an application at the CRHA office, located at the address above, on the second Friday of each month between 9:00 am and 12:00 pm.

Once the paper application has been completed, it must be mailed to: Attention: HCV Department, Chesapeake Redevelopment and Housing Authority, 1468 South Military Highway, Chesapeake, Virginia, 23320.

Preferences have not yet been confirmed.

Selected applicants will be placed on the waiting list by date and time the application is received.

Reasonable Accommodation

Applicants who need help completing the application due to disability can make a reasonable accommodation request to the housing authority via (757) 523-0401.

IMPORTANT: This is not the Section 8 Housing Choice Voucher program. Section 8 Project-Based Voucher tenants are required to live in a specific apartment community or scattered site. After one year of occupancy, a Project-Based Voucher tenant may request to be placed on a waiting list to receive the next available Housing Choice Voucher or similar tenant-based rental assistance.

Open: Conventional and Low-Income Housing Tax Credit Project-Based

The Chesapeake Redevelopment and Housing Authority (CRHA) Conventional and Low-Income Housing Tax Credit waiting list for apartments at Geneva Square, Meadow Landing North, Twin Creeks, Narrow and Anderson Street, and Oakdale Square is currently open. Applications are being accepted since at least July, 2020, until further notice.

To apply, during the opening period, select the link for a community listed here, and print the required forms.

Once the application has been completed, it must be submitted to the Management office.  A $30.00 application fee (in a form of a money order) for each adult is required.

Closed: Chesapeake, Virginia Section 8 Voucher

The Chesapeake Redevelopment and Housing Authority (CRHA) Section 8 Housing Choice Voucher waiting list is currently closed. Applications were last accepted for one day only, on January 30, 2020. There is no notice of when this waiting list will reopen.

To apply during the opening period, applicants were required to complete the online application.

This waiting list had the following preferences:

  1. Residency Preference: 75 Points For families who live, work, or have been hired to work or who are attending school in the jurisdiction
  2. Victim of Domestic Violence: 50 Points
  3. Involuntary Displacement: 50 Points
  4. Victims of Reprisals or Hate Crimes: 50 Points
  5. Working Preference: 20 Points
  6. Educational/Training Participants: 15 Points
  7. Involuntary Displacement due to public housing disposition, demolition, renovation, or substantial modernization with the city of Chesapeake, Virginia 190 Points
  8. Non-Elderly Persons with Disabilities: 80 Points

It is not known how applicants were placed on the waiting list.

Closed: Chesapeake, Virginia Limited Section 8 Voucher

The Chesapeake Redevelopment and Housing Authority (CRHA) last accepted Section 8 Housing Choice Voucher waiting list applications on a limited basis for one day only on March 24, 2023. The waiting list will remain open for referrals made to CRHA by the Southeastern Virginia Homeless Coalition (SVHC).

Please note: According to the CRHA public notice, "applications will be accepted during this open waitlist period for those who meet the following criteria: Homeless individuals or homeless families as defined by the McKinney-Vento Act (individuals without a fixed, regular, adequate nighttime residence) and verified by the Southeastern Virginia Homeless Coalition (SVHC)".

To apply during the opening period, applicants were required to complete the online application.

The maximum income limits for each household size were as followed:

  • 1 Person $32,750 | 5 Persons $50,500
  • 2 Persons $37,400| 6 Persons $54,250
  • 3 Persons $42,010| 7 Person $58,000
  • 4 Persons $46,750 | 8 Persons $61,750

This waiting list had the following preferences:

  • Homeless individuals or homeless families as defined by the McKinney-Vento Act (individuals without a fixed, regular, adequate nighttime residence)
  • Verified by the Southeastern Virginia Homeless Coalition (SVHC).

It was not known how applicants were placed on the waiting list.
