The Virgin Islands Housing Authority (VIHA) is currently accepting Public Housing waiting list pre-applications for families and senior/disabled households.


The VIHA offers 17 Public Housing communities with 3,284 units, ranging in size from studios to 5 bedrooms, located throughout St. Thomas and St. Croix.


There are two ways to apply:

  1. Visit one of the district offices to pick up a pre-application, located at #5 Estate Bethlehem, St. Croix, VI 00850, or 4402 Anna's Retreat, St. Thomas, VI 00802, from 9:00 am until 3:00 pm AT, Monday-Thursday.
  2. Download a pre-application online, then print and complete.

Once the pre-application has been completed, it can be hand delivered to one of the addresses listed above, or mailed to PO Box 1349, Kingshill, VI 00851, or PO Box 7668, St. Thomas, VI 00801.


Please note: If claiming a preference, you must include appropriate documentation.


The VIHA does have a preference point system that may improve your spot on the waiting list: Victim of natural disaster, rent burden, a part of the witness protection program, substandard housing, employed at least 30 hours a week, self employed and salary is equal to working 30 hours a week at minimum wage, official referral from the Virgin Islands Housing Finance Authority's Emergency housing program, elderly, or disabled.

Reasonable Accommodation
