The Johnson City Housing Authority (JCHA) is accepting Section 8 Housing Choice Voucher waiting list applications from November 7, 2022, until further notice. This is the first time the waiting list has been open since it closed in April, 2019.

To apply while the waiting list is open, complete the online application.

This waiting list has the following preferences:

  • Displaced — individuals or families displaced by government action, or whose dwelling has been destroyed by disaster (i.e., fire). 
  • Elderly and people with disabilities, working families and students Elderly family is defined as a family whose head or spouse or whose sole member is at least 62 years of age, or disabled, or handicapped and may include two or more elderly, disabled, or handicapped persons living together, or one or more such persons living with another person who is determined to be essential to his or her care and well being. Working families- Any eligible head or spouse that is employed and working no less than 20 hours per week (regardless of the amount of income) and the income is countable under HUD’s definition of “annual income,” qualifies for the working preference. Also, applicants whose head, spouse, or sole member is age 62 or older or is receiving social security disability, supplemental security income disability benefits, or any other payments based on the individual’s inability to work. This preference is also extended to those who are in or have recently completed educational or training programs designed to prepare people for the job market. 
  • Victims of domestic violence. 
  • All other applicants.

Selected applicants will be placed on the waiting list by date and time the application is received, weighed by order of preferences.

The Johnson City Housing Authority (JCHA) is accepting Section 8 Project Based Voucher Rental Assistance Demonstration (RAD) waiting list applications for 1, 2 and 3-Bedroom apartments at Dunbar Apartments from the earliest confirmed open date of December 6, 2023, until further notice.

To apply while the waitlist is open, complete an application in person at the JCHA office, located at 901 Pardee Street, Johnson City TN from 9:00 am until 12:00 pm. Monday-Thursday.

Preferences have not yet been confirmed.

It is not known how applicants will be placed on the waiting list, by order of preferences.

Open: Pinecrest Apartments Section 8 Project-Based Voucher

The Johnson City Housing Authority (JCHA) Section 8 Project Based Voucher waiting list for 0-5 Bedroom units at Pinecrest Apartments is currently open, since at least April, 2019, until further notice.

To apply, visit the JCHA to pick up an application, located at 901 Pardee Street, Johnson City, Tennessee 37605, Monday through Thursday from 7:00 am until 4:30 pm, and Friday from 7:00 am to 11:00 am ET.  

Once the application has been completed, it must be hand delivered to the address listed above, Monday through Thursday from 9:00 am until 12:00 pm.

The following documents are required with the application: Photo IDs for all adult household members, Social Security Cards and birth certificates for all household members, proof of all income, bank statements, proof of marital status, contact information for current and previous landlords, and medical expense report for elderly or disabled family members.

This waiting list has no preferences.

Selected applicants will be placed on the waiting list by date and time of application.

Once the application has been completed, it must be returned in person to the JCHA office, located at 901 Pardee Street, Johnson City, TN 37601.

The Johnson City Housing Authority (JCHA) is accepting Veterans, Elderly and/or Disabled and Homeless Youth waiting list applications at Baker Court Apartments from the earliest confirmed open date of December 6, 2023, until further notice.

Please note: "The Johnson City Housing Authority provides housing opportunities for those who are veterans, elderly and/or disabled and homeless youth (ages 18-25). Rent is determined by income.
