Open: Studio and 1-Bedroom Public Housing

The Lancaster City Housing Authority (LCHA) is accepting Public Housing waiting list applications for Studio and 1-Bedroom apartments from May 14, 2024 at 8:00 am, until 100 applications are received for each bedroom size.

This waiting list has the following preferences: 

  • Single applicants 62+ years of age or disabled for the 0-bedroom (efficiency/studio).
  • Head of Household and co-head of household/spouse is 62+ years or disabled for the 1-bedroom.

100 selected applicants will be placed on the 0-Bedroom waiting list by date and time the application is received, by order of preferences.

Closed: Lancaster, Pennsylvania Section 8 Voucher

The Lancaster City Housing Authority (LCHA) Section 8 Housing Choice Voucher waiting list is currently closed. Applications were last accepted for one day on November 18, 2020. There is no notice of when this waiting list will reopen.

To apply during the opening period, applicants were required to complete the online application.

This waiting list had the following preferences:

  • Live in the LCHA’s jurisdiction and are receiving income-based rental assistance of a temporary duration through State and Federal funded programs sponsored by the LCHA and who remain in compliance with the regulations and policies of these programs.
  • Active duty United States service member or veteran. The preference shall extend to:
    • The household of which the service member or veteran is a member.
    • The surviving household members of a deceased service member or veteran who died of service-connected causes, provided:
      • The death occurred during active duty service or within five years of discharge from service.
      • The death occurred not more than five years from the date of application
        for housing.
  • Families that include victims of domestic violence, dating violence, sexual assault, or stalking who have either been referred by a partnering service agency or consortia or is seeking an emergency transfer under VAWA from the LCHA’s public housing program or other covered housing program operated by the LCHA.
    • The applicant must certify that the abuser will not reside with the applicant unless the LCHA gives prior written approval.
  • Persons or families who have been displaced by federally declared disasters and persons or families who are victims or witnesses to crimes.
  • Public housing residents that are displaced by a de minimis demolition.
  • Single applicants who are elderly, disabled, or displaced will be given a selection priority over all “other single” applicants regardless of preference status.
    • “Other singles” denotes a one-person household in which the individual member is not elderly, disabled, or displaced by government action. Such applicants will be placed on the waiting list in accordance with any other preferences to which they are entitled, but they cannot be selected for assistance before any one-person elderly, disabled or displaced family regardless of local preferences.
  • 20% of Vouchers issued to applicants will be given to families and individuals who lack a fixed, regular and adequate night time residence, and have a primary night time residence that is a supervised public or private shelter providing temporary accommodations (emergency shelters and transitional housing) or a public or private place not ordinarily used as a sleeping accommodation for human beings and who are receiving supportive services.

Selected applicants were placed on the waiting list by date and time the application was received, weighed by order of preferences.

The waiting list was originally scheduled to close on November 20, 2020, but the application limit was reached by the afternoon of November 18th.
