Closed: Lackawanna County, Pennsylvania Section 8 Voucher

The Housing Authority of the County of Lackawanna (HACL) last accepted Section 8 Housing Choice Voucher waiting list applications from February 1, 2023, until April 1, 2023. There is no notice when this waiting list will reopen.

There were two ways to apply during the opening period:

  1. Pick up an application at the HACL main office.
  2. Print the paper application.

Once the paper application was completed, it was postmarked by April 1, 2023 and mailed to the HACL main office.

This waiting list had the following preferences:

  • Victims of domestic violence, dating violence, sexual assault, or stalking or is seeking an emergency transfer under VAWA from HACL’s public housing program will be equal to five (5) points. The applicant must certify that the abuser will not reside with the applicant unless HACL gives prior written approval.
  • Reside or work in Lackawanna County (excluding the City of Carbondale or City of Scranton) will be equal to three (3) points.
  • Reside or work in the City of Carbondale or City of Scranton will be equal to two (2) point.
  • Veterans, elderly, and disabled families will be equal to one (1) point for each preference.

Selected applicants were placed on the waiting list by date and time the application was received, weighed by order of preferences.

The Housing Authority of the County of Lackawanna (HACL) last accepted Public Housing waiting list applications from the earliest confirmed date of April 13, 2023, until October 16, 2023. There is no notice when this waiting list will reopen.

To apply during the opening period, applicants were required to print the paper application.

Once the application was completed, it was mailed to the Housing Authority of the County of Lackawanna.

This waiting list had the following preferences:

  • Victims of Domestic Violence
  • Veteran
  • Immediate family of active military personnel
  • Victims of federally declared disaster
  • Displaced due to fire, government action or flood
  • Homeless
  • Working or future employment in Lackawanna county

It was not known how applicants were placed on the waiting list.
