Open: Housing Authority of Monroe County Public Housing

The Housing Authority of Monroe County (HAMC) is accepting waiting list applications for Public Housing apartments from the earliest confirmed open date of May, 2015, until further notice.

This waiting list has the following preferences:

  • Working: The head of household or spouse must be legally employed at the time of full application interview. This is verified by third party verification.
  • Approved job training program: Any head of household or spouse who is participating in, or enrolled for participation in training, education or employment program funded by HUD, JTPA, or any other Federal State, or Local Organization. Attendance must be verified in writing by the training, education or employment provider.
  • Disability/handicapped: Head of household or spouse is disabled/handicapped
  • Elderly: Head of household or spouse is 62 years of age and older
  • Homeless: If the applicant family lacks a fixed, regular and adequate nighttime residence. A family who resides at a publicly or privately operated shelter and/or family whose primary nighttime resident is not designed for, or ordinarily used as a regular sleeping accommodation for human beings. This is verified by a social service agency such as Salvation Army, Women’s Resources of Counselor.
  • Victim of domestic violence: “Victim”. A person who is physically or sexually abused by a family or household member. The term shall also include persons who have a significant relation with the victim and who seek advice, counseling, or assistance from a domestic violence counselor or advocate regarding abuse of the victim. This is verified by third party verification from Women’s Resources, Protection from Abuse Order (PFA) and/or Counselor.
  • Veteran: A veteran or spouse who has served on Federal Active Duty for a period of more than 180 days (i.e. 181 days, etc.) and was discharged or released from such active duty with other than a dishonorable discharge, or if less than 180 days was discharged or released from active duty because of a service-connected disability. Verification is required by presenting a copy of the Honorable Discharge or DD214 form.
  • Resident: Family lives or works in Monroe County Verification required (i.e. Utility bill/photo ID)
  • Non-resident: Family lives outside of Monroe County, Pennsylvania

It is not known how applicants will be placed on the waiting list, by order of preferences.

There are two ways to apply while the waitlist is open:

  1. Print the application available online. Select the "Application for Public Housing" link.
  2. Complete the online application.

Closed: Monroe County, Pennsylvania Mainstream Voucher

The Housing Authority of Monroe County (HAMC) last accepted Mainstream Section 8 Housing Choice Voucher waiting list applications from May 17, 2023, until 25 applications were received. There is no notice when this waiting list will reopen.

Please note: According to the HAMC public notice, "HCVP Mainstream Voucher (MS5): Eligibility Guidelines MUST BE—

  • Non-Elderly person- A person 18 years of age or older and less than 62 years of age.
  • Disabled- Proof must be provided (current SSA award letter, doctor’s note or Disability Verification obtained from the housing authority).

and at least one of the following:

  • Coming out of an institution or other segregated setting and at risk of being homeless (proofs to provide: hospital-discharge paper, letter from group home, shelter, crisis center).
  • Coming out of permanent supportive housing.   
  • At risk of being institutionalized as a result of being homeless.
  • Homeless: provide proof (letter from a shelter, case worker, church, any agency that has verified you are homeless) 
  • At risk of becoming homeless. Provide proof (letter of eviction)".

There were two ways to apply during the opening period:

  1. Print the paper application.
  2. Pick up an application from the HAMC office.

Once the application has been completed, it must be either:

  1. Dropped off at the HAMC office.
  2. Emailed to HAMC.

Preferences have not been confirmed.

Selected applicants were placed on the waiting list by date and time the application was received.
