Open: New Columbia Apartments Rental Assistance Demonstration and Section 8 Project-Based Voucher
The Home Forward (HF) is accepting Section 8 Project-Based Voucher waiting list applications for 4, 5 and 6-Bedroom apartments, and Rental Assistance Demonstration waiting list for 4 and 5-Bedroom apartments at New Columbia Apartments from the earliest confirmed open date of January 22, 2024, until further notice.
Please note: According to HF "All units at New Columbia utilize a waitlist."
There are two ways to apply while the waitlist is open:
- Call HF at (503) 943-5619 to request an application.
- Email HF at ncwaitlist@ipmo.com to request an application.
Once the application has been completed, it must be either:
- Emailed to ncmanager@ipmco.com.
- Faxed to (503) 943-5610.
- Mailed to New Columbia Apartments, 4605 N Trenton St, Portland, OR 97203, Attn: Compliance.
- Dropped off in person at New Columbia Apartments, address mentioned above.
Preferences have not yet been confirmed.

Applicants who need help completing the application due to disability can make a reasonable accommodation request to the housing authority via (503) 943-5600.
IMPORTANT: This is not the Section 8 Housing Choice Voucher program. Section 8 Project-Based Voucher tenants are required to live in a specific apartment community or scattered site. After one year of occupancy, a Project-Based Voucher tenant may request to be placed on a waiting list to receive the next available Housing Choice Voucher or similar tenant-based rental assistance.

The Home Forward (HF) Mainstream (Non-Elderly Disabled) Section 8 Housing Choice Voucher waiting list is currently closed. It was last open for five days in March, 2019. There is no notice of when this waiting list will reopen.
Please note: According to HF, "You may be eligible for Home Forward’s Mainstream Voucher waiting list preference if:
- You or someone in your household has a documented disability,
and - The person with a documented disability is between the ages of 18 and 61 years,
and - That person is transitioning out of an institutional or other segregated setting."
To apply during the opening period, applicants were required to download and print application online.
Once the paper application was completed, it must have been either:
- Dropped off at the HF office.
- Mailed to the HF office, and postmarked no later than March 22, 2019.
- Emailed.
- Faxed.
There were no preferences.
Selected applicants were placed on the waiting list by random lottery.
