Open: Referral Only New York City, New York Section 8 Voucher

The New York City Housing Authority (NYCHA) Section 8 Housing Choice Voucher waiting list is currently open for referrals only. Referrals are being accepted from June 8, 2020, until June 8, 2030.

Please note: This waiting list is closed to the general public. According to NYCHA, it is only "accepting referrals from the New York City Administration for Children’s Services (ACS)...for Family Unification Program (FUP) Youth whose current assistance is expiring as a result of the 36-month time limit on their voucher without subsequent adequate housing. FUP Youth participants are eligible for regular HCV assistance if: (1) their FUP Youth Section 8 assistance is expiring within the next six months; (2) as a result of the expiration of the FUP Youth section 8 assistance, the FUP Youth participant is at-risk for homelessness; and (3) they meet all eligibility requirements as described in NYCHA’s Administrative Plan. ACS can refer a FUP Youth directly to NYCHA by submitting the required documentation. accepting referrals from the New York City Administration for Children’s Services (ACS) for its Housing Choice Voucher (HCV) waitlist (also known as Section 8) for Family Unification Program (FUP) Youth whose current assistance is expiring as a result of the 36-month time limit on their voucher without subsequent adequate housing. To apply during the opening period, applicants must be referred by the New York City Administration for Children’s Services (ACS).

There are preferences, and they are listed on the application.

Selected applicants will be placed on the waiting list by date and time the application is received, weighed by order of preferences.

Open: New York City Housing Authority Public Housing

The New York City Housing Authority (NYCHA) waiting list for Public Housing apartments is currently open. Applications are being accepted since at least December, 2018, until further notice.

This waiting list has the following preferences: Homeless in a shelter, homeless on the street, residing in a nursing home, overcrowding, substandard living, mobility impaired, rent burdened, victim of a hate crime, victim of domestic violence, elderly, or disabled.

Closed: New York City Section 8 Voucher

The New York City Housing Authority (NYCHA) last accepted Section 8 Housing Choice Voucher waiting list applications from June 3, 2024, until June 9, 2024. According to the NYC Announcement from Mayor Adams, " a new waitlist is expected to be established by August 1, 2024."

Income Qualification

An applicant must be income eligible at the time of voucher issuance. The income limits for the New York City Section 8 Housing Choice Voucher program were as followed:

  • 1 Person $54,350 | 5 Persons $83,850
  • 2 Persons $62,150 | 6 Persons $90,050
  • 3 Persons $69,900 | 7 Person $96,300
  • 4 Persons $77,650 | 8 Persons $102,500

Preferences

This waiting list had the following preferences:

  • Homeless referrals from New York City (NYC) agencies and New York City Continuum of Care.
    • New York City agencies may include referrals from ACS for FUP Youth voucher holders at risk for homelessness due to the expiration of FUP Youth assistance and families where there is a lack of adequate housing. NYC Referrals may also include ACS for FYI vouchers for foster youth who are homeless or at risk of homelessness
  • Victim of Domestic Violence
    • Intimidated Witness - referred by prosecutorial or law enforcement agency
  • NYCHA public housing residents required to move because:
    • (a) their unit is not habitable;
    • (b) they are at risk of displacement;
    • (c) they are extremely under occupied or extremely over crowded in their current apartment;
    • or (d) have been on the public housing transfer waitlist for three years or longer as a domestic violence (VDV), dating violence, sexual assault or stalking victim
  • Mobility impaired and residing in inaccessible housing 
  • Elderly persons and persons with disabilities

Selection Process

200,000 selected applicants were placed on the waiting list by random lottery, by order of preferences.
