Open: Rice County, Minnesota Limited Section 8 Voucher

The Rice County Housing and Redevelopment Authority (RCHRA) is accepting Section 8 Housing Choice Voucher waiting list applications from June 3, 2024 at 8:00 am, until August 2, 2024 at 4:30 pm CT. This is the first time the waiting list has been open since it closed in June, 2022.

Please note: According to the HRA, "Applications will only be accepted from people who either live or work in Rice County.  You will be required to provide proof of residency."

This PHA is using a rarely utilized loophole that allows them to restrict applications only to local residents or those who work locally. HUD regulations allow for a local residency preference but that isn't a restriction. Some PHA's have utilized what some would call a loophole that allows the waiting list to be opened only to a certain preference group. The pertinent regulation is § 982.206(b)(1). That regulation is meant to allow a PHA to open its waiting list only for say seniors or disabled persons or homeless persons. However, some PHA's have begun using this regulation to restrict applicants from out of the area from even applying.

Preferences

This waiting list has the following preferences:

  • Resident of Rice County: Families that have permanent, sole place of residency in Rice County or have a household member that works in Rice County at the time of application. 

Please note: "Acceptable proof of residency includes: Current lease, and/or bill less than 30 days old (phone, credit card, utility, etc.). Paystub or offer letter from a company located in Rice County less than 30 days old. Proof of preference can be submitted by email at section8waitinglist@RiceCountyMN.gov, faxed to 507-333-3838, mailed to 320 NW 3rd Street Faribault MN 55021, or placed in the drop box at the Government Center at 320 NW 3rd Street, Faribault MN 55021. "

Selected applicants will be placed on the waiting list by date and time the application is received, by order of preferences.

The Rice County Housing and Redevelopment Authority Mainstream Section 8 Housing Choice Voucher waiting list is currently open.

The HRA is accepting applications for this waiting list from the earliest confirmed date of May 4, 2022, until further notice.

Please note: According to the HRA, this waiting list "is for non-elderly disabled households."

To apply during the opening period, print the application available online.

This waiting list has the following preferences:

  • Resident of Rice County Transitioning out of institutional and other segregated settings, at serious risk of institutionalization, homeless, or
    at risk of becoming homeless

Selected applicants will be placed on the waiting list by date and time the application is received, by order of preferences.

Open: Spring Creek ll Townhomes Section 8 Project-Based Voucher

The Rice County Housing (HRA) is accepting Section 8 Project Based Voucher waiting list applications for 3 and 4-Bedroom apartments at Spring Creek ll from April 25, 2023 at 8:00 am CT, until further notice.

Please note: According to the HRA notice "Application will only be accepted from families eligible for the Rice County residency preference and will only be accepted from families who qualify for three or four bedrooms."

There are two ways to  apply during the opening period:

  1. Print the paper application.
  2. Pick up an application in person from the HRA office, Rice County Government Services Building, located at 320 Third St. NW, Faribault.

Once the paper application is completed, it must be either:

  1. Emailed to section8waitinglist@co.rice.mn.us.
  2. Faxed to 507-333-3838.
  3. Mailed to the HRA office, address mentioned above.
  4. Hand delivered to HRA office, address mentioned above.

This waiting list has the following preferences: 

  • Resident of Rice County 
    • Families that have permanent, sole place of residency in Rice County or have a household member that works in Rice County at the time of application.

It is not yet known how selected applicants will be placed on the waiting list.

IMPORTANT: This is not the Section 8 Housing Choice Voucher program. Section 8 Project-Based Voucher tenants are required to live in a specific apartment community or scattered site. After one year of occupancy, a Project-Based Voucher tenant may request to be placed on a waiting list to receive the next available Housing Choice Voucher or similar tenant-based rental assistance.
