Open: Carlton County, Minnesota Section 8 Voucher

The Cloquet/Carlton Housing and Redevelopment Authority (CCHRA) is accepting Section 8 Housing Choice Voucher waiting list applications from April 1, 2021 until further notice.

There are two ways to apply during the opening period: 

This waiting list has the following preferences:

  • Carlton County Resident (75 Points)
  • Veteran (25 Points)
  • VAWA (25 Points)
  • Flood/Fire Significance (10 Points)

Selected applicants will be placed on the waiting list by date and time the application is received, weighed by order of preferences.

Open: Carlton Housing and Redevelopment Authority Public Housing

The Cloquet/Carlton Housing and Redevelopment Authority (CCHRA) waiting list for Public Housing apartments is currently open, since at least December, 2018, until further notice.

There are four ways to apply during the opening period:

  1. Download and print the application online. Select the "Public Housing Application" link in the Public Housing section on the left of the page.
  2. Request an application by mail by sending an email with the applicant's full name and address to cindy@cloquetcarltonhra.org.
  3. Request an application by mail by calling (218) 879-3353, Ext. 10, and leaving a message with the applicant's full name and address.
  4. Pick up an application at one of the following locations:
  • The front entry of Aspen Arms, located at 950 14th St, Cloquet, MN 55720.
  • The front entry of Woodland Pines, located at 201 Spruce Ave, Carlton, MN 55718.
  • The CCHRA office, located at 950 14th Street, Suite 126, Cloquet, MN 55720.

Once the application has been completed, it can be mailed or hand delivered to the CCHRA office at the address above.

The following documentation is required with the application: Social Security Cards, birth certificates, photo IDs, and income.

This waiting list has the following preferences: Residents of Carlton County, veterans, victims of domestic violence under the Violence Against Women Act, fire/flood significance, elderly, near elderly, disabled.

Closed: Bridges Rental Assistance Program Project-Based

The Cloquet/Carlton Housing and Redevelopment Authority (CCHRA) Bridges Rental Assistance Program waiting list is currently closed. Applications were last accepted on August 1, 2019. There is no notice of when this waiting list will reopen.

Please note: According to the CCHRA, "The Bridges Rental Assistance Program provides housing assistance for people with low income and a serious mental illness while they wait for a Housing Choice Voucher (Section 8)."

This waiting list had the following preferences:

  1. Persons residing in an institution or other segregated setting who will be homeless upon discharge.
  2. Persons experiencing homelessness for one year or more, or multiple times in the last 3 years.
  3. Persons experiencing or at imminent risk of homelessness.
  4. Resident of Carlton County.
  5. Veteran.
  6. Violence Against Women Act (VAWA).
  7. Date and Time of Application.

Applicants were placed on the waiting list by preference points.
