Closed: Baltimore, Maryland Section 8 Voucher

The Housing Authority of Baltimore City (HABC) last accepted Section 8 Housing Choice Voucher waiting list applications from October 2, 2023, until October 13, 2023. There is no notice of when this waiting list will reopen.

To apply while the waiting list was open, applicants were required to complete the online application.

The maximum income limits for each household size were available on the HABC website.

This waiting list had the following preferences:

  • Preference #1
    • Referrals Only.
  • Preference #2
    • Families with Children – a household with at least one family member under eighteen (18) years of age;
    • Non-Elderly person with disabilities household – a one or two adult household members and neither member is over the age of sixty-two (62) years and at least one member has a disability.
    • Senior household – a one or two adult household members with at least one family member over the age of sixty-two (62) and no member is under the age of eighteen (18).
    • Other Family – one or more adults where the head, co-head, or spouse do not have a disability and no family member is under eighteen (18) years of age or over sixty-two (62) years of age. The household may include an adult family member with disabilities.
  • Residency Preference:
    • HABC will grant priority within each of the preference categories to applicants who are residents of Baltimore City. Applicants who do not live in Baltimore City will only be considered for assistance after the waiting list of families who live in Baltimore City is exhausted, regardless of priority.
    • Persons who are working or who have been notified that they are hired to work in Baltimore City will be treated as residents of Baltimore City. HABC may treat graduates of, or active participants in, education and training programs in Baltimore City as residents of Baltimore City if the education or training program is designed to prepare individuals for the job market.

25,000 applicants were placed on the waiting list by random lottery, weighed by order of preferences.

Please note: According to the HABC public notice, "Applicants must be sixty-two (62) years of age or older and qualify for a one-bedroom unit.'

The Housing Authority of Baltimore City (HABC) last accepted Public Housing waiting list applications from August 1, 2023, until August 14, 2023. There is no notice when this waiting list will reopen.

This waiting list had the following preferences:

  • Emergency (generally by referral only)
  • Head, co-head or spouse is:
    • Employed
    • Age 62 or older
    • Enrolled in a job training program
    • Veteran
    • Disabled (one or more family members who are disabled will qualify the family for this preference)
  • Residency:
    • Families where the head, co-head or spouse is a resident of Baltimore City/County. Applicants who do not live in Baltimore City/County will only be considered for assistance after the waiting list is exhausted of applicants who live in Baltimore City regardless of preference.
    • Applicants who are working or who have been notified that they are hired to work in the Baltimore City area will be provided with a residency preference.

29,812 selected applicants were placed on the waiting list by random lottery, weighed by order of preferences.

Please note: According to the HABC, "To qualify, either the head of household, co-head or spouse must be under 62 years of age and disabled, and would qualify for a one-bedroom unit. Applicants must be eligible for the Housing Choice Voucher Program".
