Open: Colonial Village, 2-Bedroom Section 8 Project-Based Voucher
The Norwalk Housing Authority (NHA) is accepting Section 8 Project Based Voucher waiting list applications from October 16, 2023, until further notice.
There are two ways to apply while the waitlist is open:
- Print the paper application.
- Pick up an application at the NHA office, located at 24½ Monroe Street, Norwalk, CT 06854.
Once the paper application has been completed, it was to be:
- Hand deliver to the NHA office, address mentioned above.
Preferences have not yet been confirmed.
It is not known how applicants will be placed on the waiting list, by order of preferences.

IMPORTANT: This is not the Section 8 Housing Choice Voucher program. Section 8 Project-Based Voucher tenants are required to live in a specific apartment community or scattered site. After one year of occupancy, a Project-Based Voucher tenant may request to be placed on a waiting list to receive the next available Housing Choice Voucher or similar tenant-based rental assistance.

The Housing Authority of the City of Norwalk (HACN) is accepting Public Housing waiting list applications for 1, 2, 3 and 5-bedroom apartments from November 2, 2023 at 9:00 am ET, until further notice.
To apply while the waiting list is open, complete the online application.
This waiting list has the following preferences:
- Applicants who live or work in Norwalk and/or are employed at least 20 hours per week.
Selected applicants will be placed on the waiting list by date and time the application is received, weighed by order of preferences.

Closed: Norwalk, Connecticut Section 8 Voucher
The Housing Authority of the City of Norwalk (HACN) Section 8 Housing Choice Voucher waiting list is currently closed. Applications were last accepted from May 24, 2021 until May 27, 2021. There is no notice of when this waiting list will reopen.
To apply during the opening period, applicants were required to complete the online application.
This waiting list had the following preferences:
- Priority will be given to: Lease holders in Norwalk Public Housing, Colonial Village, Ludlow Village or 16 School Street, who are becoming homeowners.
- Families will be selected form the waiting list in numerical order based on the numbers that were assigned to each application, by lottery, at the time the applications were place on the waiting list.
- NHA will receive referrals from the Coordinated Access Network (CAN) which will prioritize referrals of homeless individuals and families based on chronicity and vulnerability
1,000 applicants were placed on the waiting list by random lottery, weighed by order of preferences.
